Indonesia has committed to reducing emissions by up to 43.2% by 2030 and achieving Net Zero Emissions by 2060—yet as one of the world’s largest coal producers, the country’s GHG emission data infrastructure remains fragmented and largely inaccessible to the public. This scoping study, supported by the World Bank’s Extractives Global Programmatic Support (EGPS) and developed in partnership with Transparency International Australia (TIA) and the Natural Resource Governance Institute (NRGI), maps the regulatory baseline governing emission reporting in Indonesia’s coal sector, benchmarks current practices against international standards (ISO, GRI, GHG Protocol), and reviews good practices from Nigeria, Guinea, and Australia. Drawing on these findings, the authors offer concrete recommendations for leveraging Requirement 3.4 of the 2023 EITI Standard to close reporting gaps, improve methane disclosure, and build an integrated national emissions data portal.
