Local government act no 23/2014 has revoked the authority of district/city government in mining permits issuance, and gave it to provincial government. This regulatory changes become a momentum in mining permits governance in Indonesia. Moreover, the government has improved the licensing system through one stop service.
The regulatory changes give big chances to improve the mining permits system, but it would be difficult to be realized if there is no readiness, the availability of competent human resources, the design of good information system and services development. Therefore, PWYP Indonesia will conduct a study entitled “The Mining Permits Reform After the Enactment of Local Government Act and One Stop Service Policy” that will be held in Jakarta and 5 provinces: NAD, South Sumatera, West Kalimantan, East Kalimantan, and Middle Sulawesi.
“This study is aimed to assess the extent to which this mineral and coal mining permits reform carried out, based on the two regulatory changes, that are Local Government Act and One Stop Services Policy. This study not only focus on national level, but also take primer data from 5 provinces to get the whole picture of policy reform with involve the local researchers,” said Wiko Saputra, The Economic Policy Researcher at PWYP Indonesia in Local Reasearcher- Mining Permits Reform Workshop in Jakarta, last 19/8.
Mohammad Nasir, delegation from STABIL also reseracher for East Kalimantan region, welcomed the study which will conducted by PWYP. The government effort in improving the licenses is need to be escorted. Reflect from the previous policies, there are many policies that can be implemented in national level, but can’t be implemented in regional level.
“It is even more urgent considering the mining permits problem in East Kalimantan not only affect the environmental damage, but it has killed 25 children in mining pits,” affirmed Nasir.
