Publish What You Pay Indonesia (PWYP Indonesia) is a civil society coalition for transparency and accountability of resource governance, including oil and gas, mining and other resources. Through a project called “Citizen Monitoring and Engagement for Transparency and Accountability of Licensing and Revenue Management in Mining Sector”, we seek to improve mining management and governance at sub-national level, specifically by deploying social accountability mechanisms. The program will be carried out in mineral-rich provinces in Indonesia: Aceh, East Kalimantan and Southeast Sulawesi. As part of this project, we are looking for a Social Focal Point who will work under the supervision of the Project Director and Project Manager. The focal point will also work in close coordination with the Environmental Focal Point and relevant technical staff.
Duration:
The contract will start in January 2021 and will cover the duration of the first year of the project. The contract will be extended based on performance.
Responsibilities:
- Facilitating the implementation of requisite social requirements as established in the project’s instruments, including Environmental and Social Commitment Plan (ESCP), Labor Management Procedure (LMP) and Stakeholder Engagement Plan (SEP). and paying attention to Indigenous Peoples (IP)-related aspects in those project areas. This includes provision of technical support to implementing partner CSOs as well as PWYP in updating these instruments based on needs during project implementation.
- Monitoring implementation of the above instruments, including establishing a risk watchlist system to monitor and record emerging risks (i.e. community tension, Occupational Health and Safety, etc.) as a result of project implementation. The focal point shall also monitor the enforcement of Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) Codes of Conduct by PWYP and partner implementing CSOs.
- Coordinating preparation on the field and ensuring that the COVID-19 prevention measures are communicated to all project participants (including but not limited to local core project team, local partner, stakeholder in provincial and district level, Facilitators and field workers/local community).
- Developing action plans for the implementation of SEP, including planning for resource and budget allocation. This includes provisions of technical support for the development of relevant communication/outreach materials for the purpose of SEP and facilitate implementing partner CSOs to ensure that the delivery of community engagement and Multi Stakeholder Forums (MSFs) are inclusive for diverse population groups, particularly vulnerable communities, including women, people with disabilities, the elderly, youth, Indigenous Peoples, etc.
- Building and maintaining coordination and networks with implementing partner CSOs, advocacy groups and CSOs on environmental and social management, community representatives, sub-national government agencies, mining companies, etc. to ensure broad views are captured and accommodated through the MSFs.
- Flagging and documenting issues of concerns to relevant sub-national government agencies and authorities, PWYP and the World Bank and tracking their settlements over the course of the project implementation. This includes ensuring that the project’s stakeholders, including communities are aware of grievance channels where they can seek redress. The focal point shall recommend requisite measures and/or remedial actions in the case of complaints related to the project implementation.
- Supporting PWYP in monitoring the project implementation, including documenting implementation of the above deliverables in the project’s progress reports.
Requirements:
- Bachelor’s Degree in a relevant field such as sociology, anthropology, public policy, urban planning and other social sciences;
- A minimum of 5 years of relevant operational experience and proven track record on social risk management relevant to the operation. Prior work experience in mining and familiarity with the World Bank’s safeguards and/or Environmental and Social Framework (ESF) will be an advantage;
- Ability to think strategically and conduct coordination and dialogues with multi-stakeholders across project implementation levels;
- Have experience on management of project grievance mechanism and understanding of IP-related key issues
Demonstrated capacity to undertake operational and analytical tasks, work in teams, coach implementing partner CSOs and share knowledge; - Demonstrated ability to work independently with limited supervision, and achieving results with agreed upon objectives and deadlines;
- Field experience is mandatory;
- Strong community engagement skills;
- Strong Bahasa Indonesia communication skills both in writing and verbally.
- Good writing skills in English language is a must.
Deliverables:
- a quarterly work plan, detailing plans for regular supervisions and technical support for implementing partner CSOs and other stakeholders;
- a work plan for SEP and LMP implementation, detailing resource and personnel allocation;
- a project strategy to promote participatory approaches, including community engagement in the delivery of MSFs;
- Quarterly progress reports on the implementation of required tasks in the SOWs.
