BISKOM | Jakarta—Indonesia has reaffirmed its commitment to open and participatory governance by launching and disseminating a White Paper titled “Open Government Partnership as an Instrument to Achieve Asta Cita Development Targets.” The Civil Society Coalition for Indonesia’s Open Government Partnership organized the event in Jakarta on Thursday, May 8, 2025.
As one of the founding countries of the Open Government Partnership (OGP) since 2011, Indonesia has demonstrated its commitment to implementing principles of transparency, accountability, and public participation in governance. The launch of this White Paper aims to strengthen the integration between the National Action Plan for Open Government Indonesia (RAN OGI) and the National Action Plan for Open Parliament Indonesia (RAN OPI), as well as to advocate for the ratification of a Presidential Regulation on the National Strategy for Indonesia’s Open Government Partnership (Stranas KPI).
Aryanto Nugroho, a White Paper drafting team representative, stated that the document is the result of collaboration among various civil society organizations, including IJRS, TI Indonesia, ICW, and PWYP. “This White Paper presents policy recommendations to enhance the openness of government and parliament, as well as to promote the integration of RAN OGI and RAN OPI in line with OGP frameworks and principles,” Aryanto said.
In a prior bilateral session, civil society submitted a Two-Page White Paper to the government containing policy recommendations to strengthen open government in Indonesia. These recommendations emphasized the importance of reinforcing regulations and sustaining Indonesia’s Open Government commitment amid global and regional challenges.
Meanwhile, Andry Indrady, Head of the Legal Services Agency (BSK) of the Ministry of Law and Human Rights, welcomed the initiative and underscored that OGP is vital in improving transparent and participatory governance. “BSK needs policy briefs compiled by civil society and is committed to bridging civil society interests in the advocacy process for the Presidential Regulation on Stranas KPI,” Andry stated.
The civil society coalition also highlighted the importance of optimizing OGP initiatives at the local level, given the strategic role of the Indonesian House of Representatives (DPR RI) as a representation of Indonesian society at the regional level. This aligns with OGP’s goal of strengthening the ecosystem and coalition for reform.
With the launch of this White Paper, the Indonesian government is expected to reinforce its commitment to implementing open government principles and ensure civil society participation in the formulation, implementation, and evaluation of government transparency policies. This step is expected to accelerate the achievement of inclusive and sustainable Asta Cita development targets.
