Jakarta, PWYP Indonesia – In order to ensure the achievement of targets in the regional Energy and Mineral Resources (ESDM) sector and to support the achievement of national development targets for the ESDM sector and regional development macro targets, PWYP Indonesia, together with the Directorate General (Ditjen) of Regional Guidance and Development (Bangda) The Ministry of Home Affairs (Kemendagri) held a focused discussion related to the development of technical guidelines for the preparation of the Regional Energy and Mineral Resources Strategic Plan through the online media Zoom (31/03). In addition to the team of experts who prepared the guidelines, representatives from the government, both from the central government in charge of energy, such as the National Energy Council, the Ministry of Energy and Mineral Resources, the Ministry of National Development Planning / Bappenas, as well as local government elements, namely the Head of ESDM Services in several provinces were present at the discussion. Such as Central Java, West Sumatra, East Kalimantan, West Nusa Tenggara, and several related non-governmental organizations.

This discussion is oriented to discuss two subjects. First, regarding the mapping of regional authority identification and determining regional development priority indicators in the EMR sector to become a reference for preparing the ESDM Regional Apparatus Strategic Plan document. Second, regarding the analysis of the calculation of the contribution of regional development in the EMR sector to the macroeconomic indicators of regional development and learning the preparation of the Regional Energy and Mineral Resources Strategic Plan.

It is hoped that the technical guidelines for compiling the strategic plan for the EMR sector that are compiled can become a reference for the provincial government in synchronizing regional development planning with national development planning targets in the ESDM sector. It is more accessible for the provincial government to prepare the Regional Energy and Mineral Resources Strategic Plan document equipped with a database of indicators, methods calculation of target indicators, and the contribution of the ESDM sector in the regions to the macroeconomic indicators of regional development. Also, produce an analysis tool for the provincial government to determine the direction of regional development policies and strategies in the EMR sector based on regional development target indicators integrated with the national development targets.

Based on the discussions built to capture the aspirations of active participants, at least three actual problems currently faced by local governments in energy management were identified. First, there is a limited regional authority in energy management. Second, limited adequate budgeting. These problems hamper regions from achieving regional targets in the ESDM sector. Third, the role of the regions in carrying out energy conservation is not yet decisive.

Apart from these obstacles, it is hoped that the technical guidelines for the preparation of strategic plans that are prepared can accommodate the following points. First, to guarantee data availability so that regions can formulate appropriate programs and plans based on solid data. Second, pay attention to the unity of the concept of regional economic development to see the integration of the potential and characteristics of EMR between regions. Third, applying a participatory concept based on efforts by local governments. Fourth, pay attention to the correlation between indicators as well as with more macro indicators. Fifth, build indicators that are in sync with the authorities owned by the regions. All of them aim to build EMR sector programs that are visible, achievable and based on sound budgeting.
