PEKANBARU (RIAUPOS.CO) – The issue of revenue sharing funds (DBH) for oil and gas in Riau Province had heated up. That was after Meranti Regent M Adil raged at the Ministry of Finance (Kemenkeu) and requested transparency in revenue sharing.
After being questioned by Regent Adil, the transparency of oil and gas DBH began to be in the spotlight. One came from the Civil Society Organization (CSO) Extractive Industries Transparency Initiative (EITI) Indonesia. CSO EITI Indonesia Rocky Ramadani said that there is a need for transparency or disclosure of information on oil and gas production data (lifting) by each stakeholder, namely the Ministry of Energy and Mineral Resources, SKK Migas, KKKS, and the Ministry of Finance.
According to him, the DBH issue has been caused by communication and information from the Ministry of Energy and Mineral Resources, SKK Migas, KKKS, and the Ministry of Finance to oil and gas-producing regions that are very difficult to obtain.
“Data from the Ministry of Energy and Mineral Resources used by the Ministry of Finance as the basis for the distribution of DBH SDA is often the question. That is then used as the regent’s argument regarding lifting data, for example, using SKK data, the Director General of Oil and Gas, or which data. This should be clarified to the regions,” said Rocky Monday (23/1/2023).
Rocky said local governments are also required to be proactive in obtaining and synchronizing information from the data.
“Don’t just wait; the Riau and regency/city governments, in particular, must pick up the ball to get accurate data and information related to the implications of the Central and Regional Financial Relations Law,” he continued.
Rocky asked to what extent the regions understand the implications of HKPD Law No.1/2022, which concerns changes in the natural resource DBH formula Plus, the PP still needs to be completed.
“Of course, this will also add to oil and gas revenue sharing complexity. The Ministry of Finance must explain to the regions which formula to calculate oil and gas DBH. Is it the new formula or the old formula? Because the PP has not been completed,” he continued.
So far, according to Rocky, what has happened at the DBH SDA Reconciliation Forum is that the regency government is often absent. Only the provincial Bapenda is engaged. Even if the regional government is involved, it is only a means of socializing the center with the regions.
“In the future, of course, this must be a priority for the central government, so the reconciliation forum must involve regional governments, especially producing regions. So that there are no more regional governments that feel the distribution is unfair,” he concluded.
