Berita Baru, Jakarta — The Regional Green Parliament Caucus (KPHD) has initiated the establishment of the Regional Green Parliament Academy, a platform aimed at enhancing the capacity of regional legislative council (DPRD) members to respond to environmental challenges and sustainable development issues in their respective regions.

The initiative was formulated during a meeting of KPHD members from various regions across Indonesia, held in Jakarta on 3–4 June 2026, ahead of World Environment Day, which is observed annually on 5 June.

The forum brought together DPRD members, civil society organizations, and policy experts to discuss a range of strategic issues, including carbon markets, environmental fiscal instruments, energy transition financing, natural resource governance, and circular economy-based waste management.

KPHD Presidium Coordinator and member of the Palu City DPRD, Mutmainah Korona, stated that regional parliaments play a crucial role in translating environmental agendas into policies that directly benefit communities.

“Regional parliaments hold a highly strategic position in ensuring that environmental agendas do not remain merely at the level of discourse. DPRDs must be able to oversee policies, budgets, and implementation processes so that regional development advances in line with environmental protection efforts and the improvement of public welfare,” said Mutmainah during the meeting.

During a discussion session with Hadi Prayitno, Executive Director of The Reform Initiatives (TRI), participants explored opportunities for developing carbon economy mechanisms as instruments to strengthen regional fiscal capacity while promoting forest and ecosystem conservation. Various green financing schemes and environmental fiscal instruments were also identified as potential sources of funding for sustainable development at the regional level.

Meanwhile, Arryanto Nugroho, Executive Director of Publish What You Pay (PWYP) Indonesia, presented opportunities that regional governments could leverage to generate economic benefits from more sustainable natural resource management. Strengthening the oversight function of DPRDs was highlighted as a key factor in ensuring that regional rights and revenues are utilized optimally for public welfare.

Waste management was another major topic of discussion. Together with Junerosano, Founder of Waste4Change, KPHD members discussed the governance challenges that many regions continue to face in managing waste, as well as opportunities to advance the circular economy, which can create added economic value and new employment opportunities.

As a follow-up to these discussions, KPHD, together with Pilar Nusantara (PINUS), TRI, PWYP Indonesia, Pattiro, and Waste4Change, agreed on the importance of establishing a sustainable learning platform for DPRD members across Indonesia through the Regional Green Parliament Academy.

Arifin Noor Aziz, KPHD Regional Coordinator for Kalimantan and member of the Kubu Raya DPRD, emphasized that the need to strengthen the capacity of DPRD members is becoming increasingly urgent as environmental challenges grow more complex.

“Through the Regional Green Parliament Academy, we aim to build an ecosystem of green political leadership capable of delivering public policies that support environmental sustainability while also improving community welfare,” said Arifin.

Sesi Kristina, KPHD Coordinator for Sulawesi and First Vice Chairperson of the Poso DPRD, added that environmental challenges can no longer be addressed through sectoral approaches alone. According to her, DPRD members need a stronger understanding of climate change, natural resource governance, carbon economy mechanisms, and sustainable development oversight.

The Regional Green Parliament Academy is designed as a learning and capacity-building platform for DPRD members to strengthen their legislative, budgeting, and oversight functions in support of sustainable development.

The establishment of the academy represents one of KPHD’s commitments to promoting regional policies that not only prioritize economic growth but also ensure environmental sustainability and community well-being.
