Kuala Lumpur – From June 3–5, 2025, Mouna Wasef, Head of Research and Advocacy at Publish What You Pay (PWYP) Indonesia, attended the 3rd Southeast Asia Collaborative Convening of Civil Society Organizations (CSOs) on Just Energy Transition in Kuala Lumpur, Malaysia. The event served as a key platform for civil society organizations (CSOs) across ASEAN to draft a joint statement and policy recommendations for the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030. This gathering was particularly timely, with Malaysia taking on the ASEAN Chairmanship in 2025.
Attended by 50 CSO representatives from various ASEAN countries, the convening aimed to bolster collaboration among civil society groups in advancing a just energy transition. A major outcome was the Southeast Asian CSOs’ call for the immediate adoption of a 9-Point Agenda in APAEC 2026–2030. This agenda highlights the need for inclusive, sustainable, and people-centered energy policies, ensuring a fair transition for all stakeholders.
During the event, Mouna Wasef shared insights on the successes of PWYP Indonesia’s research and advocacy efforts, conducted in partnership with coalitions. These include the integration of coalition inputs into Indonesia’s Comprehensive Investment and Policy Plan for the Just Energy Transition Partnership (CIPP JETP). The recommendations, submitted to the JETP Indonesia Secretariat, drew from proposals by communities impacted by the energy transition. Key suggestions emphasized intersectional analysis and a gender equality, disability, and social inclusion (GEDSI) approach in planning and executing the transition; proportional funding for community-based renewable energy development; transition projects featuring collective ownership with affected communities; and prioritizing local commodities as energy sources.
The convening also produced an official communique outlining CSOs’ perspectives and recommendations on ASEAN’s energy transition.
