Jakarta – The Publish What You Pay (PWYP) Indonesia Coalition held its 2023 National Working Meeting (Rakernas) on March 16, 2023. The Rakernas was hybrid, offline in Central Jakarta and online through the Zoom application, attended by the National Coordinator, Governing Board, National Secretariat Staff, and Representatives of the PWYP Indonesia Coalition Members to identify and reflect on the achievements of the 2022 work program implementation; and discuss the proposed work program plan, activities, and budget for 2023. In addition, it also discusses and determines strategic steps that will be taken by the National Coordinator for the improvement of organizational performance and governance, especially in navigating the 2023-2024 political year.
At the beginning of the event, Natalia Soebagijo, Chairperson of the PWYP Indonesia Governing Board, gave a speech and direction on the importance of compiling an annual work plan that is comprehensive, measurable, and aligns with our joint strategy to achieve the vision and mission of PWYP Indonesia. Therefore, suggestions and input from all steering committee members, coalition members, and the National Secretariat staff are needed to prepare this year’s work plan.
Aryanto Nugroho, PWYP Indonesia’s National Coordinator, reported several achievements made throughout 2022 based on 5 (five) priority agendas mandated in PWYP Indonesia’s Guidelines for Work (GBHK). Using the outcome harvest method, the achievements produced in priority agenda 1 (encouraging improved governance of the oil and gas sector along the value chain and extraction decision-making) include the Indonesian EITI (Extractive Industries Transparency Initiatives) Secretariat accommodating several proposed topics in several EITI Indonesia agendas, for example, related to the management of oil and gas endowments and FITRA Riau being one of the organizations that have specific knowledge on the issue of managing the Revenue Sharing Fund (DBH) and the Allocation of Village Funds (ADD) for oil and gas. Achievements of priority agenda 2 (encouraging improved governance of the mineral and coal sector along the value chain and extraction decision-making) include PWYP Indonesia together with GeRAK Aceh being involved in the preparation of the Nagan Raya Regent Decree Number 540/420/Kpts/2022 concerning the Mineral and Coal Mining Social Accountability Program Implementation Team. The achievements of priority agenda 3 (Encouraging improved governance of the energy sector, environment, and sustainable development) include PWYP Indonesia’s active involvement in the C20 Anti-Corruption Working Group (ACWG) and The Environment, Climate Justice, and Energy Transition Working Group (ECEWG) resulting in several recommendations accommodated by the G20. The achievements of priority agenda 4 (Strengthening Capacity and Development of Organizational Independence) include establishing 1 (one) business unit by the National Secretariat and eight business units of PWYP Indonesia coalition members that already have a turnover. The achievements of priority agenda 5 (Strengthening the Governance of the National Secretariat and Coalition Network) include assistance in preparing several Standard Operating Procedures (SOPs) for members, such as Financial SOPs and SOPs for Child and Women Protection. These achievements align with the work areas established by the PWYP coalition at the global level, including Revenue Transparency, Environment and Social Impact, Civic Engagement, Contract Transparency, Anti Corruption, Energy Transition, EITI, and connecting members.
This Rakernas PWYP Indonesia also mapped and prepared the work plan and budget of the National Secretariat of PWYP Indonesia in 2023. Apart from referring to the priority agenda in GBHK, it is also based on reading the developing situation, especially in the extractive sector, energy, and natural resources (SDA). Of course, considering the resources owned by the National Secretariat and the PWYP Indonesia coalition. The activity ended with the provision of responses and input from the PWYP Indonesia Governing Board and representatives of coalition members who participated in attendance.
